SCUSD Board of Education Recap
February 20, 2025
At the February 20 meeting of the Sacramento City Unified School District Board, the Board recognized Bella Lipscomb, a 6th grade student from Earl Warren Elementary as our Stellar Student. Bella has been able to lead by example and has made a positive impact in class. This year, she became class president, and has led her peers with wisdom and integrity. She has been an effective leader who sees the best in others, solves problems in a positive way, and supports her classmates.
The Board approved a resolution recognizing National Eating Disorders Awareness Week from February 24 to March 2, 2025. National Eating Disorders Awareness Week is dedicated to raising awareness of eating disorders and how with early detection, intervention, and awareness, we can make a positive difference.
After a presentation from the Multilingual Literacy Department, the Board took action to approve the Updated English Learner Master Plan for 2025-26. The purpose of the English Learner Master Plan is to establish equitable, coherent, and sustainable systems for English Learner (EL) services.
The Board held a public hearing and received public comment on the proposed Ethel I Baker Project Authorization request made by SCUSD Facilities staff. The Board then took action to approve the resolution authorizing the project. Staff believe this will be a complete demolition and rebuild of the Ethel I Baker campus to meet a student capacity of 650 students. Baker students would be educated at C.B. Wire campus during 2027-28 & 2028-29 school years, similar to what Nicholas Elementary is doing now, and Pacific Elementary will be doing the next two school years during 2025-26 and 2026-27.
The Board received an informational report from the Early Learning & Care Department regarding enrollment for the Parent Participation Preschool Program and Fee Based School Age Programs.
At the meeting, the Board received additional informational updates, including:
- 2025-26 Budget Development Update
- Local Control and Accountability Plan (LCAP) Mid-Year Update
- 2024-25 Local Control and Accountability Plan (LCAP) Mid-Year Review for Dependent Charter Schools
- 2025-26 Governor’s Budget Proposal Update
- Business and Financial Information: Enrollment and Attendance Report, Month 4, Ending Friday, December 6, 2024
Each year, the District undergoes a process of reviewing available information and engaging in cross-departmental collaborations with school sites to assist in identifying staffing needs for the upcoming school year. Due to budget reductions needed to assist in addressing the District’s declining enrollment, ensuring the District’s long-term fiscal health, and District program needs, SCUSD’s Human Resources Department put forth the following resolutions for the Board to approve: Resolution No. 3471: Resolution to Eliminate Certificated Positions Due to a Reduction of Particular Kinds of Service (Amended to remove Adult Education 2.5 FTE & Child Development 4 FTE from Resolution); Resolution No. 3472: Determination for Tie-Breaking Criteria; Resolution No. 3473: Determine Criteria for Deviation from Terminating a Certificated Employee in Order of Seniority; and Resolution No. 3476: Notice of Layoff: Classified Employees – Reduction in Force Due to Lack of Funds and/or of Work.
